Why is our educational system failing? Look no further than funding. It is perhaps inconceivable, but funding for education isn't determined on a national level. In fact, it generally isn't determined on a state level. It is usually based on collection of local property taxes. So schools in affluent neighborhoods, where property values are high, tend to have much higher funding levels per pupile than schools in poor neighborhoods.

Is it any wonder that affluent neighborhoods have better schools, better teachers, and better test scores? Hardly.

That's my view. What do you think the major issues are?
